The William Hall Scholarship Endowment Fund established in 2003 by Mr. Hall and his daughter, Denise: An eligible applicant is a Frederick County resident enrolled full-time (12 credits or more) with financial need based on FAFSA. Recipient is required to write a thank you letter to the donor.
